management for the non-industry forests in Guangdong. It stipulated
that the loss in maintaining ecological public forest should be
compensated by the government. In the year 1999, the ecological
public forest was divided into three types based on its function.
Up to 2003, 3,450 million ha. of provincial ecological public
forest, accounts for 19.6% of the total land area of Guangdong
and 31.85% of the forestry land respectively. Subsidy for each
mu(1/15 hectare) of ecological public rose from £€2.5 RMB in 1999
to £€4 RMB in 2000, and to £€8 RMB in 2003.
